This is a file card it is used to clean out the teeth of files and makes a file more usable. A file with loaded teeth will not work well. File Cards are usually only found at a machinist tool shop. You do not have to have a lot of fancy tools to make some wonderful complicated stuff. You can even make a gun by hand. Tools like a file card are worth having. Filing is perhaps the least expensive hobby you will ever have.
